Delegatiea prezenta a luat parte la sesiunile Conferintei si a discutat cu mai multi oficiali europeni despre necesitatea finantari in continuare a proiectelor de dezvoltare a infrastructuri cat si despre aplicatiea dezvoltata ce este singura aplicatie pentru a inerconecta utilizatori drumurilor cu parcarile securizate si permite efectuarea de rezervari locurilor de parcare, comunicand in timp real cu utilizatori date dinamice si statice ale parcarilor securizate.
This guideline has been realized in the context of the project “Setup and ITS connectivity of safe and secure truck parking areas in Romania along the TEN-T Core Network Corridors” (2015-RO-TM-0137-M), which was co-funded by the European Commission.
The company AO (AUSNIT, OLARIU SI ASOCIATII SRL) implemented this project with the support of the Connecting Europe Facility Programme and the Romanian Transport Ministry. The project modernized one existing safe and secure parking area and built tree new safe and secure truck parking areas located in Lugoj (Romania) at two sides of the road at the intersection of the Orient-East Med and the RhineDanube Corridors. These parking areas are certified at level 4 of security and services as defined by ESPORG, the European Secure Parking Organisation, in line with the LABEL standard requirements of which AO is a leading member.
In addition to the practical experience gained during the project duration, the guideline was supported by the experience of the specialized company HEJMO BVBA.

Setup and ITS connectivity of safe and secure truck parking areas in Romania
along the TEN-T Core Network Corridors 2015-RO-TM-0137-M
On the Romanian level the principal recommendation is to actually implement the objectives of the Romanian Transport Master Plan from 20151. In this strategic document the Romanian government elaborated on the challenges and measures to be implemented.
In article 4.7.30 the Master Plan states that there is no publicly owned secure truck parking area at this point in time.
The Master Plan underlines that there are no projects for such parking areas to be built by the Romanian government. It emphasizes that there is a problem for the safety and security of drivers and other traffic participants. As a consequence this generates high levels of unnecessary costs for the transport system.
Therefore the following RECOMMENDATIONS are issued:
• Infrastructure planning: Include the establishment of secure truck parking areas in the planning of new road infrastructure;
• Privately financed projects: Facilitate and accelerate the approval of privately supported secure truck parking area projects on existing motorways and national roads;
The company A&O (AUSNIT, OLARIU SI ASOCIATII SRL) has implemented a CEF-Transport project with the support of the Connecting Europe Facility Programme and the Romanian Transport Ministry.
The project resulted in the establishment of four safe and secure truck parking areas located at both sides of the road in Lugoj (Romania) at the intersection of the Orient-East Med and the Rhine-Danube Corridors. These parking areas have been certified according to high standards regarding security and services as defined by ESPORG, the European Secure Parking Organisation, of which A&O is a leading member.
The following policy recommendations serve as a basis for European and Romanian decision makers in order to support the joint objective of the European Union and the Romanian Transport Master Plan to
establish safe and secure parking areas every 100 kilometres along motorways and national roads.
LEGAL BACKGROUND AND OBJECTIVES
• Regulation 1315/2013/EU: Incentivize Member States to adapt their Transport Master Plans and public tenders to the objective of developing secure parking areas approximately every 100 kilometres along key motorways on the TEN-T network in order to provide appropriate parking space for trucks with an appropriate level of safety, security and services;
• Delegated Regulation 885/2013/EU: Ensure that Member States implement the obligations in the Delegated Regulation with regard to the provision of information services for safe and secure parking places for trucks and commercial vehicles and publish a yearly update regarding the status in the Member States and the European Access Point for Truck Parking Data;
• ITS Action Plan and ITS Directive 2010/40/EU: Ensure that Member State make best efforts to inform the transport sector on appropriate and reliable information on safe and secure parking places.
ROADMAP
• Geography: Establish a European roadmap for the timing and responsibilities to upgrade secure parking areas and build new ones new every 100 kilometres by 2030 along the motorways of the TEN-T network and by 2050 along the other roads of the TEN-T network;
• Capacity improvement: Encourage the improvement of the overall capacity of truck parking areas along the entire TEN-T network accompanied by the creation of secure corridors on the TEN-T Core Network;
• Improvement of technology:
• Identify and remove black spots for criminality and publish an annual report, which blends this information with the location of available secure parking areas;
• Digital booking and payment: Support the integration of dynamic information provided by secure parking areas into Intelligent Transport Systems to facilitate booking and payment for drivers, hauliers and shippers by promoting European minimum standards for booking and payment;
• Invest in research and innovation: Enhance European research and innovation efforts on technology for secure parking areas, especially in the field of biometric recognition, entrance control and connected security technologies.
FUNDING AND FINANCING
• Financing: Make use of road tolls to finance secure truck parking areas, e.g. by the coverage of (parts of) costs for drivers or transport operators when using secure parking areas;
• Funding: Maintain financial public support for the establishment of basic network coverage for secure parking areas across the TEN-T Core Network Corridors.
BEST PRACTICES
• Encourage an active promotion of best practices on secure parking areas at European level, e.g. through initiatives such as the European Road Safety Charter to illustrate the feasibility of secure parking areas in financial and practical terms.

Ausnit Olariu și Asociații SRL (AO) and the European Secure Parking Organisation (ESPORG) are pleased to inform you about the official opening of the first Level 4 safe and secure parking area in Eastern Europe. At Lugoj in western Romania, four high safe and secure parking areas were developed by the Romanian company AO with the support of the European Union’s Connecting Europe Facility Programme. They offer 180 parking places to trucks on the Orient-East Med Corridor of the European Union with state-of-the-art booking and payment facilities. The parking areas were all certified by DEKRA as an independent third-party audit body on 24 January 2018. Thus, they demonstrably offer a very high standard in terms of security and services for truck drivers and transport companies. Daniel Olariu, the Managing Director of AO expresses his satisfaction about the opening the first level-four safe and secure parking area in the region: “Thanks to our efforts since 2015 and the financial support from the European Union we are offering the high level of security, comfort and connectivity that we have been aiming for.” Dirk Penasse, the General Manager of ESPORG emphasizes: “We strongly welcome the opening of the first level-four parking area in the new EU Member States. This project is an inspiring good practice showing that innovative private investors are able and willing to successfully develop safe, secure and connected parking areas”.
Presss release.PDFOn Wednesday, 29th of November 2017, at Lugoj, an event was held to conclude the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”, Funded by Connecting Europe Facility (CEF) program. Prior to the official ceremony, reception of the construction works of the 4 secured parking lots built within this project was carried out. The ceremony was attended by collaborators within the project, local officials and also officials from transport and administration at the county and national level.
Organized by the European Commission in the capital of Estonia, Tallinn, September 21-22, "Connecting Europe" Conference was an excellent opportunity for AUSNIT, OLARIU si ASOCIATII SRL to present the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”. More than 1000 participants received information about the 60 CEF funded projects presented at this conference. Company AUSNIT, OLARIU SI ASOCIATII SRL had the only Romanian stand at the Tallinn Conference and enjoyed the appreciation of those who visited it. Through the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M” AUSNIT, OLARIU SI ASOCIATII SRL made the first 4 safe and secure parking in Romania, that will be integrated into the European network of safe and secure parking spaces for trucks and commercial vehicles.
Company AUSNIT, OLARIU SI ASOCIATII, participated in the European ITS Congress held in Strasbourg from 19th to 22nd June 2017. AO presented the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN -T Core Network Corridors 2015-RO-TM-0137-M”, financed by the European Mechanism for Connecting Europe Facility (CEF) within the only Romanian stand at this congress. AO CEO Daniel Gabriel Olariu took part in the Congress sessions and discussed with several European officials the possibility that Timisoara would host the European ITS Congress in 2019. This initiative was launched by the ITS Romania leadership and is supported by the local authorities in Timisoara and representatives of the Bucharest authorities.
Between 22nd and 26th of May 2017, a delegation of AUSNIT, OLARIU SI ASOCIATII SRL participated in the Intertraffic 2017 Congress held in Istanbul, Turkey. It was a good opportunity for AO representatives to talk to transport specialists, having face-to-face meetings with more than 100 exhibitors, participating in the world's most important trade event for infrastructure, traffic management, intelligent mobility, safety and parking. Discussions and meetings were held with traffic professionals from over 75 different nationalities that were present at Intertraffic Istanbul. During the event, the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”, Connecting Europe Facility (CEF) financing program. This program is implemented on the basis of Regulation (EU) No 1316/2013 of the Parliament and Council and supports the implementation of projects of European interest aimed at the development and construction of new infrastructures and services, as well as the modernization of the infrastructures and services existing in the sectors: transport, energy.
A delegation of AUSNIT, OLARIU SI ASOCIATII SRL participated in the ESPORG Conference in Bonn on January 25th. It was a good opportunity for A & O representatives to provide details on the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”, Connecting Europe Facility (CEF) program. During the conference, the new board of directors of the organization was voted, and the AO representative was voted unanimously as well.
At round table on secured parkings in Europe was organized in Bonn, in the framework of the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”. More than 50 representatives of parking operators, transport companies, professional organizations, insurance companies and materials providers for ITS systems participated at the round table. During the event, several materials were distributed containing the main details of the AO project and other informative materials.
In Lugoj, the construction for the 4 secured parking lots that will be carried out within the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”. The total value of the project is 5 million euros, of which 4,25 million euros represent the European Commission's funding, and 750.000 euros is the contribution of Ausnit, Olariu si Asociatii, a company that has applied for funding and is now managing the project. According to the European rules "LABEL", in order to be considered safe and secure, a parking space must meet a number of standards such as incoming and outgoing barriers sistem, video monitoring, lightening sistem, surrounded by fenced and guarded.
On 4th of November 2016, a second Roundtable with experts took place in Bucharest, organized within the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”. Representatives of transport, public officials, representatives of UICR, ESPORG, CNADNR, Ministry of Transport of Romania, Ministry of Interior of Romania, as well as specialists from European transport institutions and representatives of trade unions and employers in this sector participated. Road safety is a major issue in the European Union's transport policy. In a specific analysis conducted by the European Center for Safety Studies and Risk Analysis, it is estimated that approximately 44 deaths and 1,430 body injury per year can be attributed to inadequate trucking. In this context, the implementation throughout Europe of a secure and secure parking network for trucks and their connection to the ITS (Intelligent Transport System) system are of major importance.

It was a good opportunity for AO representatives to discuss with the intelligent transport specialists about the latest trends in this field. During the event was presented the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-RO-TM-0137-M”, financed by the European Program, The Connecting Europe Facility (CEF). This program is implemented on the basis of Regulation (EU) No 1316/2013 of the Parliament and Council and supports the implementation of projects of European interest aimed at the development and construction of new infrastructures and services, as well as the modernization of existing infrastructures and services in the transport, telecommunication , energy.
ITS Romania 3-4 Noiembrie 2016Enjoying the participation of more than 80 participants, AO Company (AUSNIT, OLARIU SI ASOCIATII SRL) successfully launched in Brussels the European-funded project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors". The event took place on October 5 at the European Commission's Press Club in Brussels. "We want to be a starting point, a model for those who are interested in the field of road transport. In addition to the effective construction of the four secured parking lots, we have also set up a comprehensive study that will provide both a legal and a technical perspective on how to develop this type of investment. Lansare-Proiect-26-Octombrie-LugojThe project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN -T Core Network Corridors" 2015-RO-TM-0137-M was launched on Wednesday 26 October in Lugoj. Funded through the Connecting Europe Facility 2014-2020 financing program, directly by the European Commission, the project aims to develop the first four secure and secure parking lot areas in Romania that will be integrated into the European network of safe and secure parkings for trucks and commercial vehicles. By the beginning of 2018, in Lugoj area, an already existing and functional parking will be modernized, and three more safe and secure parking areas will be built. The project also includes the deployment and operational use of Intelligent Transport Systems (ITS) for safe and secure parking information services. This will optimize the use of parking spaces and so, the drivers and the transport companies will be able to make a better decision on timing and choosing the right place for parking.

Round table-04-October-2016-BrusselsA delegation of representatives of the A & O company and specialists from the Ministry of Transport of Romania, the Ministry of Romania, together with representatives from European Transport Institutions and representatives of trade unions and employers from this sector organized a documentary visit to several secured parking lots in Belgium. Through the project "Setup and ITS connectivity of safe and secure parking areas in Romania along the TEN-T Core Network Corridors 2015-EN-TM-0137-M”, launched by AUSNIT, OLARIU SI ASOCIATII SRL and co-financed by the European Union, are implemented all the directives and decisions of the European Commission assumed by the Romanian Government through the Ministry of Transports in the field of safe and secure parking and ITS, and the parkings in Lugoj thus become a pilot project in the field of secured parking for Eastern Europe and open the way of multiplying this type of parkings along the TEN-T road network. The concept underlying the whole project is road safety and transport safety, driver comfort and safety of goods transported, these being priorities of European transport policy.
